The 10/22 with the bullpup stock is 26 1/2" long...don't rifles have to be over 31 to be legal, or is this a loophole that doesn't matter?

I may be wrong, (it's known to happen).
I think over all legal lenght is 26".

26" is the Federal minimum.  Your state may have laws that trump this though.

26" total length with stock in extended position. 16" minimum barrel length. This allows for some cool guns, like the KelTec Sub 2000. Folds down to 16.1 inches.
