Can Canada's version of the "Feds" (RCMP?)enforce it regardless of whether or not the Province will?

That's actually BAD NEWS.

If they would enforce it, the public would be faced with the widespread opposition and resistance to it, as well as running up a crippling tab trying to prosecute all the violators.

By not enforcing the law, they leave it on the books and there won't be enough opposition to over turn it.  Years from now when resistance has died down, they can enact enforcement.

Better for gun owners to have this reach critical mass right now.
