I am trying to sell a preban pwa lower and am having some issues over at falfiles.com with people telling me it is unlawful to sell a complete preban lower as a preban.  Here is what they are quoting me.

Please give me some advise, nothing like trying to sell something and you being told it is illegal and basically ruining your ad.

While I am not an expert on the nuances of ATF tomfoolery, the large number of preban lowers sold on the ar15.com Equipment Exchange suggests to me that they are perfectly legal to sell.  I think maybe the problem is confusing "frame or receiver" with "complete lower"

There are some "pre-ban" lowers that cannot be built into a rifle. Make sure yours left the factory, as a complete assembled rifle.....
