My standard gift for these things is a Hot Sauce assortment pack.

In an office with the Dirty Santa rule I gave a small box of assorted cigars. Price was supposed to be $25 or less - I fudged and went slightly higher on value of cigars alone. Box didn't cost me anything as I had plenty sitting around. At the time I was maintaining three humidors and had several hundred cigars, so figured why not.
Office was 80% female. There was a limit on the number of times a gift could be "stolen" and the cigars hit the limit. It was something none of them expected and it livened up the gift exchange. |

An MRE works nicely.
Also, go to just about any China Buffet, often there is some really weird "cultural" crap for sale at the front. Fake "jade" plants made from glass and wire, plastic gold and red lanterns, etc. For extra fun, act like it's the coolest thing you have ever purchased when you buy it.

Last one I went to I brought a wrapped traffic cone with a gift card taped inside.

We ended up with truck nuts at the wife's sector white elephant exchange last year.
|

I asked the same question near the end of October. Got some good ideas from that thread, one of which was a fire extinguisher, and I went with that.

Buy a $20 Texas Lottery scratch ticket.
Speaking as one who has hit tens of thousands of dollars on lottery scratch tickets it will be an immediate magnet. |

I gave an Elvis phone at a family one years back. Had a statue of Elvis, and instead of ringing, it would play Hound Dog and Elvis would dance.

The specialized tool (that no one has a use for) from harbor freight is a good one. Chia pets are one of the old standbys. I still have a garden hose that I got ~4 years ago at a white elephant gift exchange. |

We give a "Bird Nest Kit" to the assholiest kid in the family. The kids change over the years but the Bird Nest Kit stays the same. Paper towel tube filled with grass and small twigs wrapped in pretty paper.

The full PMAG is a sweet idea.
I'm thinking of taking the minimum monetary amount of money and freezing it in a large chunk of ice. At least dollar bills and change. Maybe some sort of holiday themed Ice mold to make it funny as well. |

My favorite was an ancient Singer sewing machine that I'd cleaned up and lubed.
It worked great but it was a heavy lump of cast iron to anyone who didn't know how to use it. It was a great implement for anyone who did know how to use it. And it cost $7 at the local Salvation Army store. |

Buy it here. One of THE worst movies ever made. I buy them in lots of 5, use them at all the gift exchanges I go to. Got it one year, came with a handwritten note that said "Bet you can't watch it twice." I lost the bet. |

Got a blow up doll one year for the company christmas party, did not end up as funny as my buddy and I thought it was.

Last years favorite at the company party was a Snuggie (the wearable blanket) and the movie broke back mountain. Everyone avoided that like the plague and funny as hell.
