The bill guarantees that the homeland security secretary cannot cut Coast Guard missions, and it requires the department’s inspector general to review the service annually to ensure mission preservation.
The bill includes a clause that eliminates its conditions and restrictions if the Coast Guard operates under the Navy Department during war.
The bill also transfers the Bureau of Alcohol, Tobacco and Firearms from the Treasury Department to the Justice Department.
ATF revenue collection functions will remain at Treasury.
