This led some experts to speculate that the sniper was frustrated with his failure to kill the two previous victims and [b]annoyed by target shooters' comments to the news media that his preference to shoot at the body signaled that he was not necessarily a top-rank marksman[/b]." Now that line has disappeared.

It just seemed like an editor's way of wording it so that readers would think the target shooters' comments somehow provoked the guy to shoot for the head instead.

Oh. It's possible that is true, especially if this nut has a god complex and felt challenged by that comment.
