My defense is going to be that I was exercising my Second Amendment right to keep and bear arms, which means I can do what I have to get corrupt people out of government," Winter told the newspaper.
Winter moved to Washington from Nevada in 1999.
Winter has been charged with attempted malicious explosion, first-degree burglary and first-degree malicious mischief, which carry a maximum penalty of life in prison and a $50,000 fine.
Superior Court Judge Pro Tem Chris Culp said he was entering an innocent plea on behalf of Winter to preserve his rights under the U.S. and state constitutions.
"I protest your entering a plea for me," said Winter, who represented himself. "I just want that on the record."
Winter remained shackled around his waist and feet, and handcuffed throughout the hearing.
He claimed criminal charges against him should be "discharged" because Superior Court Judge Jack Burchard did not state the jurisdiction and venue of the court in a preliminary hearing last week.
