Under the May 30 Guidelines, the FBI is shifting toward surveilling and investigating people just to see whether those people might be suspicious. These Guidelines encourage field agents to use "intrusive" techniques to see whether even potential crimes are possible. National database logging of persons, writings, messages, groups and websites is to become standard FBI practice. Agents will likely have career incentives to maximize their surveillance and snooping into Internet and other activities of innocent citizens

Some options reviewed were discarded quickly, such as moving the National Guard out of the Defense Department. It was considered too difficult to segregate guardsmen, who are potential soldiers in combat, and give two agencies responsibility for overseeing such U.S. troops, the official said.

Interesting that they discarded that idea not because it would be wrong to have an army patrolling american soil but because it would hard to manage.

The hope is that the FBI will use its new surveillance powers wisely, but a case in New Orleans makes you wonder.

Over the course of a wiretap warrant obtained 13 months ago, 10 FBI agents listened in to more than 5,000 phone calls, producing over 200 pages of transcripts.

The eavesdropping continued before, during and after Sept. 11.

And the target of this heavy-duty federal probe? A popular local brothel.

My bet is that the feds will soon be using these new powers to pad their resumes. How many people here could be arrested for conspiracy charges? Have you made an anti-government comment? Sign the million gun march petition?

It would be a nice blip on the news, man arrested for conspiracy after making threatening comments on an internet message board. Hugh weapons cache found includeing assault weapons.
