would spraying Roundup on it make it dry up and go away? Does it have to be scraped? Not interested in renting a pressure washer. Maybe gas then ignite?

Bleach will kill what's there, but also the nearby grass unless you're super careful.

To prevent recurrance, you need to get rid of the standing water.

I agree bleach , its cheap and works great, use a spray bottle and wear eye protection.
