I seen a guy at a gun show selling them to everybody, but they say on the box "Law Enforcement Ammunition". how is it that he can sell them to everybody, and what is the difference in these and some other readily avaliable winchester hollowpoint? Do they offer any "regular joe" equivalents or is the bullet only for LEOs?
