T-Driver, all caps is used to express shouting on forum boards. Tone/inflection/emotion are hard to convey, so that is one way it is done. Smiley's do this also. If I am angry with you I will use [pissed], and so forth. All caps is considered to be bad form for normal posting, so you will likely get nowhere if you do it.
