See these pop up immediately as soon as they move barriers on I75. They are wired in place, and made from a heavy polymer or plastic.

They always are parallel to each other, but never seem to be in a pattern as far as angle to the flow of traffic.

I obviously spend a lot of time stuck in traffic...

These were spaced sporatically on newly placed dividers. After the dividers have been in place about 3 days, they will be in every one of the black holder things. Its like elves do this, as I never see anyone place them../.

I always assumed they were to block the glare from the headlights of oncoming traffic, since they do a pretty good job of that.

You'd be surprised at the number of people unable to see the big concrete barriers along the sides of their lane.

These are very visible at night (reflector on edge)

I always thought they were to block the view of the traffic on the other side of the road but they do not have enough of them there to do that.

I had thought of this, and indeed they do perform this function to some degree.

I also notice they are extremely strong as Ive seen tires, ladders, and shovels hit them and they take it like a champ!

Is it weird though, that these things are not perpendicular to the concrete? I guess what Im saying is they are not always turned to be most effective at blocking the light.

I have sometimes wondered if they are rudders on the giant vessel of life.

They block the lights of the oncoming cars. They work really well when you have more than 2 of them and are angled correctly. I imagine they are easier to put up than concrete toppers and the wind won't blow them down too easily.

There ARE enough. You only need to block the view of traffic approaching from 300+ feet away; that is where the rubberneckers start to put on the binders to see the accident on the other side. And you only need to do it for a few ill-bred drivers; most people have enough sense to keep their speed up while driving on the freeway.
