If this is intended to stop crime in Chicago I don't understand the logic. Are people from rural IL commuting to the city to commit crimes? I would think that stiffer penalties for criminals that use a gun would make more sense.

If for some messed up reason it happened, I wonder if anyone would really do anything about it. Is there really a "line in the sand" for many? I do not believe so. Maybe I am just in a negative mood. I think most people in their minds have too much to lose (aka = material posessions) to put their foot down.
