i know that the launcher is a 40mm but i was woundering if anyone makes a 37mm civilian legal one. like this one

Actually, the 40mm one is civie legal, but it has to be registered as a Destructive Device (DD).  As far as I know, Randy will make a 37mm launcher on a 40mm frame, so you get the benefit of having the REAL frame, but because its a smoothbore 37mm it doesn't need to be registered as a DD.  Its expensive, but about as close to the real deal as you can get without the registration.
