Apparently it has a small compressed air cylinder within the band that is activated
by pulling on the band to allow the air to fill the rest of the band.

I'm guessing it has two chemicals which create a gas when they are mixed.

I'd say you were right,

something akin to vinegar and baking soda like we used to make rockets with as kids.

Like a glow stick bracelet, but instead of glowing, it puts off gas and expands.  

OP should buy one and report back how it works.

So many questions...

Where did he get the swimming cap after it inflated?
It started around his wrist and moved up his arm... wouldn't that cut off circulation?
Would it also work as a tourniquet?
