So we adopted 2 babies last year. Oldest just turned a year old and youngest is 5 months. Can I purchase them life memberships at the "discounted" rate I see all the time or would they be stuck with the junior membership?

Call them, that's how the son's was done.   When he turned 18 got different benefits.

When they turn 18, it converts to a regular Life membership.  Did it for someone in my family.

I was kind of hoping to just get him a regular memership so i can get another magazine every month

all 3 of my boys have regular life memberships.

Youngest is 9 and has had it for at least a year.
