Using a 225x8 bench for 3 sets as a baseline... how much should you be able to row and press(same rep/sets) to be "well balanced"?

People much stronger than me, like Brian Alsruhe, say you should be able to row the same as you can bench.

I would say that it's probably fine to be able to bench a little more though because it's a supported lift (laying on the bench) vs a row where you have to support all the weight yourself (hinging at the hips and locking the lower back) bringing a lot more form into the equation.

225x8= 1RM 281

Row 70% = 196  (8RM=157)
Press 60% = 168  (8RM=135)

How's that sound?

Ratios always vary depending on anthropometry and other genetic stuff.

Worry more about training volume: pulling volume should be 150-200% of pushing volume. If you train your back as hard as the chest and anterior/medial delts, and with more volume, you'll definitely be balanced, regardless of the numbers.
