Looking at getting a Howa chassis rifle or a barreled action to put together a competition rifle for next season. Main concern is that I'm told that barrel swaps on the 1500 can be a pain in the ass, but I haven't really found much on the subject. Is that the case?

Definitely doable.  Some Smith's gripe about them but any smith worth his salt should be able to do it.  True, they are metric threaded and the barrels tend to be very tight.
