Today I took my dad's Winchester model 70 pre-64 .30 06 with a Weaver K4 60-B scope on it to the range and got it sighted in 2 inches high at 100 yards.

My question is do you think the 4 power scope would be good at 200 yards?

The old rule of thumb was that you need 1× per 100 yards.
So 4× is good for 400 yards.

The other side of the question is: if the glass is not giving a crisp high contrast focus, it does not mater what the magnification is.
So a 4× scope with excellent optics is good for 400 yards; a $29 scope with crap optics is no better than a paper weight.

Shooters for the old age when 1× per 100 yards was the mantra were not in general shooting groups, they were shooting animals for meat.
Benchrest shooters put as much scope on the rifle (25× for 100-400 yards) with 1/8 MoA dials.
So it all depends.

Lower powers allow you to read the wind easier, and see if interference is going to opaque the target prior to pulling the trigger.
Higher powers magnify any and all body movements disturbing the gun and sometimes the shooters concentration.

I shoot my MAS Mle. 49 with a 3.8x scope out to 700 yards. 200 yards with a 4x would be no problem. The quality of the optics would be a more pressing concern in this scenario.

We can't answer this question until we know the predicted size, contrast and speed of the target(s).

4X at 200 yards is plenty good for most any practical use of a rifle.  

If you're wanting to shoot tiny groups, or look for tiny things, then it may not be enough.

4x should be plenty at 200 yards.

CMP allows ARs to have a 4x scope on them if you shoot theur matches.

I was shooting the bull with an old Jarhead. Who served in Nam as a sniper. So I asked him how much scope. His response was. Scope? you don't need no fucking scope. If you can see it you can hit it. Now this guy shot with Carlos Hathcock at the National Match's sooooo...I said really for a guy like me how much. He said 1x per hundred yards. And 10 power fixed was his idea of perfect. So yes that old 4 power should be plenty. To hit a man that is..One inch circle...Maybe...more scope would serve you better. I personally do pretty good at 200 with a 9 power. And have used that old Leupy 3x9 out to 600 with good results.

The Weaver K scopes have really bad glass.

TA31 4x is good out to 500+
