you have to have it in possession and it has to be signed in ink across the front

It's so you can legally hunt waterfowl in your state.

Some states require it to be attached to the license while others just need to see proof of purchase. The federal stamp is cheaper at the post office.

It's basically an extra fee (in addition to your hunting license) .
IT come as a "stamp" that gets stuck to the back of your license then you sign it to make it legal.

IIRC it is required by all states by the U.S. Fish and Wildlife services.
Because water fowl "cross state lines" it was federalized. What is good about it is a significant portion of it (like 95%) goes directly to wetlands habitat purchase and conservation.

since it's inception in 1934 $671.1 Million has been raised for habitat conservation by the nationwide sales of Federal Duck Stamps.

Personally I don't mind the duck stamp fee. however NYS has incredibly high license fees that just went up again last year.

Its a good thing like it has been said the cash goes to open more land to hunting. I think the stamp needs to go up to 25 or 30 vs the 15 it is now as the stamp has lost a big part of its buying power over the last 10 or 15 years.
