an infected USB thumb drive was inserted into a computer attached to the DoD's internal network.  a virus, or more specifically, a worm, has now infected other networked DoD computers.  most likely these computers did not have updated virus detection/protection, as apparently this virus/worm is not exactly a recent creation.  

so, no, the DoD is not "under attack" per se.  

in short, stupid people have collided head on with stupid network and system administrators.
if there is a policy in place, and sufficient technical and operational safeguards, this is a non-event.
