We used these for a brown bear sow and cub who were coming into camp.  


At about 20 yards I hit the sow in the rear flank, it was enough to teach her that there were better places to get food.

We had tried cracker shells, basically a noise shell, those worked for about an hour.





ETA- These aren't the exact rounds we used, but similar enough to have the desired result.

This would be the quiet way.




We had discussed the rubber/bean bag idea, but he is worried about neighbors calling ect.

You can buy rubber balls for paintball guns as well, they're a lot cheaper than the pepperballs.  Or you could try freezing some paintballs if you've already got them.

A BB gun and yelling works at my place.  When bears sneak on your turf they can be usually rather easily be convinced to scoot.

I was in the shoot the thing category myself. Apparently he had already talked to DOW, so shooting it would have possibly had very negative results.
