What seems to be the best Elderberry Tincture that one can buy at CVS, Walgreens, Sam's etc.???

You can make tinctures yourself.  Buy dried berries, soak in bourbon or vodka.  The alcohol is the carrier, so use one which you like the flavor of.  Vodka is fairly neutral.

This also works with other berries.  For instance, hawthorne berries have good medicinal value.
