The short answer appears to (still) be "no". I suppose that Colt might do it if you bought enough of them to make it worth their while, though (100? 1,000?)

I prefer lowers without selector stops.
I can get a little bit better/higher hold on the lower when I clamp it in the vise for receiver extension work. |

Yes, it is possible to get a Colt with selector stops on the lower if you buy the new Colt M16A1 reissue retro classic series models either available now or early next year.
These classic series models also have the original gov't contract rollmarkings and all features except they are configured in semi auto only (not select fire). The AR-15 semi auto models does not need the selector stops, the selector are stopped by the groove inside the selector and the selector detent pin, they will only rotate 90 degrees. The only bad thing about these classic AR series are the price they will be expensive at about $2,499 MSRP or even more because they are limited production. When the Colt expanse rifles first showed up, some milspec (not integrated trigger guard) stripped lowers showed up on Gun Broker with the selector stops. I think you can find some pictures in one of the old threads discussing the Expanse models. I bet it would be pretty hard to find one now though.

They were the Expanse lowers with serial numbers starting with CE. Speculation was that they were made for, not by Colt but who knows for sure. Here are some pics I found on Google image search that were posted on TOS.

I would buy one. I have always disliked the fact that Colt removes the stops.
