It means you should have ordered the DDM4 lower like your bro!! :)
My MOE stock works perfectly fine from in/out.. so its definitely not "common".
Have you removed the buttstock and checked for anything that could be obstructing or dragging? Also throw one of your Colt buttstocks on there and see if it has the same problem. Would help narrow down the problem as you the Colt one is the TDP.
