1. What is the difference between fluted and non fluted barrels?
Primarily weight reduction. Heat dissipation is so minor I wouldn't worry about it.
2. What is different about the Dissipator model?
Gives you a carbine length barrel, with a rifle length sight radius. The best of both worlds.
3. What other differences are on the M4 model other than the stock?
The biggest difference is the use of the M4 barrel. And you can't see the difference unless you either remove the handguards or pick up the rifle. The barrel alone is a half pound ligher than the 16" HBAR - and that is the whole idea of the AR-system to get a very lightweight rifle.
I didn't think I'd like the fixed M4 stock when I first saw it. But I have found its pretty neat. It lighter than an A2 stock, a bit shorter (though not quite as short as an A1). When I added it to my M4 with Reflex the rifle now balances perfectly on the magazine well. The faux collapsible also gives you 2 different options for attaching a sling (at the top OR bottom of the stock).
Over all I'd recommend getting the M4 rifle. It can do everything the 16" Hbar can do - its just lighter. (Its even lighter than the fluted 16" barrel).
