Umm... no. Pinned only, with the pin exposed so that you can remove the brake if you wish. The brake IS on there very snugly, though, and might be partially "glued" in place by the parkerizing.
Brakes are only permanently attached on barrels shorter than 16", and even then, they aren't soldered. They are blind-pinned in place (the hole for the pin isn't drilled all the way through), and then the pin is cut off and welded over. The area is ground smooth and refinished. This is what is referred to as "pin and weld."
