I've been on both sides of the Union when it comes to the Carpentry/concrete finisher trade. I 've also been a Building Official(Inspector). Codes have changed quite a bit since back in 'my' day, but the attitude I took in cases like this (homeowner working on any GAS appliance) is to protect the neighborhood from a possible catastrophe. I would look differently at a DIY toilet swap than I would a water heater swap. There were also (liscensed, not union) tradesman in my community that would inspect and 'sign off' of trade work for th DIYer, for a cost.
As far as a company 'narcing' you out to the inspectors it happened all the time. I was not in the heating, electrical. plumbing Code enforcement area, I was assigned to property standards(FNG job), but the trade inspectors I worked with took a dim view on 'tattling'. They would talk about some of the tactics that went on between companies, some low dealing tricks, but always tried to be nice to the homeowner. There are also many, many , different 'types' of inspectors just like the cops, some try to be autonomous in thier dealings some cross the 'line'IMO and develop relationships with Trades that allow for and are based on tattling on your competition.
This is the 'middle' of winter, a bad time to be shopping a heating system(my 2 cents worth). The thing to do is get on the HTF FIRST!, this is a better place to ask for help or a heads up than to rant. Rants are good for the 'soul' but they don't help solve problems.
