Do I need to go through a dealer to order through the CMP? I don't think the CMP cares as long is I get notarized form 2A which states "Will not be in violation, by reason of my receipt of possession of a rifle, of any state law or published ordinance applicable where I reside"

I'm good with the CMP, I'm asking about the State of Oregon and universal background checks

Would I be lying about being in violation if state law if I sign to quoted above?

In a nutshell, in Oregon, you're fine. Rifles ordered through the CMP (assuming you meet all their requirements... and they won't send you a rifle if you don't, so...) need not be delivered through an FFL in Oregon.

The CMP does essentially perform an NICS check on you at the time of order. The FAQ's explain it well: http://thecmp.org/cmp_sales/sales-faq/ (about 11 questions down).
