Is it normal for an LEO to ask for personnel phone numbers when writing a traffic ticket?

Yes, starting a couple of years ago the standard Georgia Uniform Traffic Citation incorporated a blank for a phone number. I have not found out why, but I assume the with the proliferation of cell phones, that court clerks cannot look up your phone number like they used to to communicate with you regarding changes in court dates and that sort of thing, but to answer your question yes, the officers are supposed to get that information now.

Gwinnett County PD tickets do, at least it was before I left just over 2 years ago......
