Is it legal to have a preban barrel or upper if it is not on a lower?AKA one with a bayo and FS.I know it is senseless to have just an upper but i was just wondering.
 I mean is it legal to purchase a preban upper, take the lug off and swap the FS without being illegal before it is transformed?

It is my understanding that possessing re-ban upper can be construed to be "criminal intent" if you have post ban lower whether it is mounted on a receiver or not. I would want to test the "waters" in court on that one.
Yes you can modifly a preban upper to postban configuration. That is no problem. Tom |

I guess with logic like that if you own a hack saw blade and a rifle you also intend to make an illegal SBR and should be prosecuted. I'm calling the ATF and turning myself in ASAP.
