What was the context? Was he speaking about criminals, police, CCW holders?

It was regarding the two courts being created in Boston which are to handle all firearms violations. I don't believe the paper was trying to skew his comments. He is referring to everyone but police, but since Boston does not give out concealed carry licenses, all that is left are criminals. Another thing of interest, the Boston Metro repeatedly used the terms "firearms violations" interchangeably with "firearms violence".
