this cop I know was telling me a funny story that happened to him several years back while serving a warrent on a dude.

he and his partner show up to serve this warrent and he goes to the front door and the partner goes to the back door, he knocks and heres a bunch of dogs barking a growling, he knocks again and he hears a window on the side of the house open up and a hand tosses out a dog which comes running around the the front and begins attacking the cop, its a ankle biting chinese pug, it promptly gets punted into the neighbors yard, he now yells for the dude to open the door or its getting kicked in, he hears the window opening again, the dude tosses three dogs out, all vicious pugs, they come around and attack, the fourth comes back from the other yard to join into the attack, one latches itself onto his hip pocket, the others to his legs, he's kicking a screaming, his partner comes around to see whats the matter, the dude almost gets away during the confusion, he takes off out the back door and gets hung up climbing over the fence, the dogs are finally subdued without being killed, the dude apprehinded, the cop never lives down his attack of the chinese pugs the whole time he's with strouds police dept., his fellow officers pin and post pictures of pugs everywhere.

why he told me this story is not important, what is important is the fact that not all cops shoot dogs when they come in contact with them, he sure enough couldn't have lived down shooting a bunch of pugs, seems these days cops shooting dogs is as common as them telling theives they've caught stealing that they've just taking the "milk, eggs and bread outta the stomach of some kid", it's kinda like they all get taught that at the cop school.

Some LEOs are great dog lovers. A friend had someone shoot his dog in the back of his truck at a bar one night. The shooter had got kicked out for being an ass, so he walks to his truck, gets a gun and walks over to shoot the dog. Had he shot a person in the bar, he would have been better off.
The LEO that took the report went ape, found the guy within a couple of hours. He was hurt badly resisting arrest , spent quite a while in the hospital, then went to the joint for a lengthy period of time.
The story you told about the officer not shooting the dogs showed the world  a good man!
