You may not be able to download the report, but a police report is public information.  Each agency has procedures to obtain a copy.  You might have to pay a fee, but if you know the report number you should be able to get the info you are looking for.

Ya I "accidentally" found out a coworkers "vacation" was her really taking time off for serving time related to an extreme DUI.

It will only be on MCSO's site if he was booked. Only Chandler accidents are found online. You can request a copy from the Chandler records department...small fee.
