This isn't true. The way the law works (similar to the whole 'innocent until proven guilty' thing) basically is that if there's no law expressly forbidding it, then it's legal. You are correct in that the definition of a "handgun" according to O.C.G.A. 6-11-125.1 includes a barrel no longer than 12 inches. It's also true that the definition of a "long gun", from the same code section, requires a barrel AT LEAST 18" long and an overall length of AT LEAST 26". Your TC is not considered a handgun or long gun according to state law, but that doesn't make it illegal. Following your logic, you should not be able to have 16" AR carbines here either.
The lack of a State legal definition covering 16" barreled rifles has been a topic of discussion for years. If the 18" number is "corrected", then we're adding regulation where there isn't any already and I'm sure we all agree that's not for the best.
