What do you guys think of buying a .50 reciever and finishing it later?

My gunsmith, who is wiley in the pretzel logic of firearms laws, is a bit uneasy on this plan. I am thinking of getting a Serbu and having it completed when cash allows, but what kinds of hurdles can the CA DOJ put up against this? If it was anything like the CA AWB, you just fill out a card and get a fingerprint. So how are they to know if its finished or not?

They wouldn't know. And further more, they wouldn't care if it was unfinished. All they would know and care about is that you have a receiver that you register as a .50 BMG and you plan to take it out and shoot it someday. Other than the fact you register it, it's no different than your FFL ordering you a stripped Remington 700 reciever from Brownell's and you having your "wiley" gunsmith building the rest of the rifle for you.
