Just like the subject line says, Can pre 1994 high capacity handgun mags be shipped to New York state (excluding the 5 boroughs) LEGALLY !!!!!

Can anyone expound a little on the new ruling or at least provide a link to the law so I can peruse it?

There is no new ruling. The new gun laws you hear about haven't been approved by the NY state senate and probably won't be(yet). Basically, we live under the same laws as the 1994 federal assault weapons ban. Our assualt weapons ban is a carbon copy of the ban that expired in September 2004, except our's NEVER sunsets. If your mags were legal during the ban( they were manufactured before 9/14/94) then they are grand fathered mags and thus legal in NY state.

Pre 1994 handgun mags can even be shipped to New York City, as long as they are <17 rounds and don't stick out below the pistol grip of the gun.
