FYI - The linked article is pretty old.  They just started working in the area a week or two ago.  They are currently driving pylons to reinforce the river edge for future construction.  I work within 100 yards of the construction area, see it everyday.

As for Toby Keith and his policy, not a shocker.

+1 it is the management of the chain that made the policy. He had nothing to do with the day to day running. Just puts his name  it.
