TITLE OF BILL: An act to amend the penal law, in relation to the
purchasing of bullets for firearms
PURPOSE OR GENERAL IDEA OF BILL: To provide for a mechanism whereby
those who purchase bullets are required to complete an application for
such purchase.
SUMMARY OF SPECIFIC PROVISIONS: A new Subsection 400.03 would be
added to the penal law. It would require those who purchase bullets to
fill out an application for such purchase. The application would include
the applicant's name, date of birth, and full address. Furthermore, the
applicant would be required to provide specific information, such as the
caliber, make, model, manufacturer's name, and serial number on the gun
that they are purchasing bullets for. Lastly, a violation of this
section will be a class A misdemeanor.
JUSTIFICATION: Gun violence is a serious ill in our society. Our
current law requires those who purchase a gun to fill out an applica-
tion. Likewise, those who purchase bullets should be bound by the same
requirements. This Bill would be a deterrent to those who possess ille-
gal, unlicensed, unregistered firearms. If they cannot get access to
bullets, they will not be able to facilitate crime and violence.

EFFECTIVE DATE: This bill shall take effect on the first of November,
next succeeding the date on which it shall have become law.

AN ACT to amend the penal law, in relation to the purchasing of bullets
for firearms
The People of the State of New York, represented in Senate and Assem-
bly, do enact as follows:
1 Section 1. The penal law is amended by adding a new section 400.03 to
2 read as follows:
3 § 400.03 Application for the purchase of bullets.
4 Any person purchasing bullets for any firearm must complete an appli-
5 cation for such purchase. Such application shall include, but not be
6 limited to, the applicant's full name, date of birth and address, and
7 the calibre, make, model, manufacturer's name and serial number of the
8 firearm for which the applicant is purchasing the bullets. Copies of the
9 application shall be forwarded to all law enforcement agencies of the
10 state. In addition, in order to complete a purchase of bullets, an
11 applicant must be at least twenty-one years of age or older, and must
12 show at least two pieces of legitimate identification, including at
13 least one photographic identification to verify his or her age and name.
14 Any violation by any person of any provision of this section is a
15 class A misdemeanor.
16 § 2. This act shall take effect on the first of November next succeed-
17 ing the date on which it shall have become a law.
