TITLE OF BILL:  An act to amend the penal law, in relation to the
purchasing of bullets for firearms


PURPOSE OR GENERAL IDEA OF BILL:  To provide for a mechanism whereby
those who purchase bullets are required to complete an application for
such purchase.


SUMMARY OF SPECIFIC PROVISIONS:  A new Subsection 400.03 would be
added to the penal law. It would require those who purchase bullets to
fill out an application for such purchase. The application would include
the applicant's name, date of birth, and full address. Furthermore, the
applicant would be required to provide specific information, such as the
caliber, make, model, manufacturer's name, and serial number on the gun
that they are purchasing bullets for. Lastly, a violation of this
section will be a class A misdemeanor.


JUSTIFICATION:  Gun violence is a serious ill in our society. Our
current law requires those who purchase a gun to fill out an applica-
tion. Likewise, those who purchase bullets should be bound by the same
requirements. This Bill would be a deterrent to those who possess ille-
gal, unlicensed, unregistered firearms. If they cannot get access to
bullets, they will not be able to facilitate crime and violence.

EFFECTIVE DATE:  This bill shall take effect on the first of November,
next succeeding the date on which it shall have become law.

       AN  ACT to amend the penal law, in relation to the purchasing of bullets
         for firearms

         The People of the State of New York, represented in Senate and  Assem-
       bly, do enact as follows:

    1    Section  1. The penal law is amended by adding a new section 400.03 to
    2  read as follows:
    3  § 400.03 Application for the purchase of bullets.
    4    Any person purchasing bullets for any firearm must complete an  appli-
    5  cation  for  such  purchase.  Such application shall include, but not be
    6  limited to, the applicant's full name, date of birth  and  address,  and
    7  the  calibre,  make, model, manufacturer's name and serial number of the
    8  firearm for which the applicant is purchasing the bullets. Copies of the
    9  application shall be forwarded to all law enforcement  agencies  of  the
   10  state.  In  addition,  in  order  to  complete a purchase of bullets, an
   11  applicant must be at least twenty-one years of age or  older,  and  must
   12  show  at  least  two  pieces  of legitimate identification, including at
   13  least one photographic identification to verify his or her age and name.
   14    Any violation by any person of any provision  of  this  section  is  a
   15  class A misdemeanor.
   16    § 2. This act shall take effect on the first of November next succeed-
   17  ing the date on which it shall have become a law.

So, this law as written would apparently only pertain to reloaders.  Because "bullets" are actually components.  "Ammunition" is the finished product. Stupid Assemblyperson shithead doesnt even realize this.

The scary part is these legislators actually believe the nonsense they spout. They are so far out of touch with reality it boggles the mind.

So applications are to be filled out and then sent to all state LE agencies who must collect and file them?

That is probably the stupidest thing I have seen all day...And I've seen some REALLY REALLY stupid things today...

You should see the amount of powders, boxes (and boxes, and boxes) of bullets of all sorts of calibers, not to mention other assorted reloading supplies one of my FFL's has.  This excludes the loaded ammo he already has.

I'm not even going to mention his Class III SOT items he has on his premises for sale.

And you guys would just freak at the sight of all the used handguns he has for sale.

And he isn’t even a major player.  (He isn’t part of a larger chain like Cabelas.)

The next time I shoot my Glock I think I’ll do it suppressed in honor of all the Arfcom Shooters on the other side of the river.

I only have about a 1,000 rounds left of subsonic ammo.  I may have to buy more soon.

Listening to NRA news on Sirius the other day-

In Canada, you have to sign and put your address in a registry kept by the store selling ammo when buying ammo.  Criminals then get copies and target the addresses for burglaries, knowing there will be guns there.  One guy in Toronto had his 1500 pound safe broken into over a two day period while he was on vacation and it was suspected this was how the crooks knew to hit him.  By the way, he was arrested for unsafe storage of firearms.    

Damn you Canada!  Your laws are starting to rub off on us!

I think it was last year that a NYC councilman introduced a bill in the NYC Common Council that would have required a SN on every bullet. The purchaser would also have had to fill out a registration document along with a fingerprint affixed to it at the  time of purchase.

That was Commiefornia.

There were threads all over the place about that law.  Basically some Ammo Manufacturers said that if that law was passed they would stop selling to Kali Po-po's.

Yeah it started in CA. There is a company that developed a laser etching system that etches a code on the base of a bullet. When you buy ammo from a retailer they swipe your driver license and scan the code from the box of ammo. Some councilperson in NYC thought it was a great idea for NYC.

So what is going to happen when I pick up brass at the range and reload it. Is it the brass or the bullet that gets the laser etching. If I reload a laser etched brass picked up at the range and use it in a shooting. They find the spent case and trace it to the poor person theat left it there.

Next, gun owners will be required to have a permit to breathe... only $250 every two years
