I live in Monroe County, 2 counties north of Steuben. If you don't have a pistol permit yet from another NY county, I think Steuben would be a little better for applying for one. There are some residency requirements regardless of your home County, as they are all bound by state law. I know some guys who were Deputies down there (Steuben Co.) and from what they said it sounds like the County Judges, who sign the permits, are pretty reasonable.
