Are there any restrictions regarding shipping of completed upper assemblies to new york?  i know that you guys have your own awb and that your ars can have one "evil" feature to them.  just asking since the upper is just considered a "part".  the upper in question is a 16" that has a birdcage threaded on to meet 16", as well as having a bayonet lug.  is compliance of the part the responsibility of the buyer or the seller?

of course, my understanding of all this could be completely screwed up.  if so, please correct me.

uppers are fine they are just parts like you said, your customer could be putting it on a preban lower for all you know.

It's also the responsibility of the receiver, not the shipper, to make sure that what he's getting is legal.
