To purchase a pistol in MD, is a pistol permit required, or is the requirement merely to be 21?

you have to take the Md handgun saftey course.  It consists of you watching a 15 min video on gun saftey and then getting a card with a number on it.  That number is now required to purchase a handgun in MD.

A form DD214 (honorable military discharge) can be used in place of watching the worthless video.
