The laws are Federal.

No direct transfers allowed by a resident of one state to a resident of another state, doesn't matter if it's pistols or rifles.

Have to go through a FFL in the receiving state.

Uh maybe nobody else responded to you in the NY HTF because Phil answered the question correctly 20 minutes after you asked...?

Other than the transfer must go through a FFL I wouldn't expect NY residents to know the specific NJ transfer forms/FID requirements for NJ residents. That's one of the reasons the combined NY/NJ forum was split into two forums.

Tom88 gave you the correct answer although I wouldn't expect the average FFL in NY to have on hand or know what NJ specific forms are required.
Quoted:

You must mail to a FFL in NJ for your brother to complete the transfer.

Since these are long guns, the brother can complete the transfer at either an NJ FFL or a NY FFL.
Your brother will need a NJ FID card to complete the transfer.

Correct - as well as complete two copies of the NJ Certificate of Eligibility form.

Considering moving to NJ, I just want to try it out.
See here in NY we let Phil answer all questions. The rest of us just sit back and enjoy the show afterwards!
Plus the jersey guys have nothing better to do other then repeat what everyone else said.

I can answer all the questions, but if you want correct answers you need to ask RKBar15

You can transfer it to him, but it's going to need to go through an FFL in his state.  So ship it to his FFL.

If it's more convenient a NY FFL can also make the transfer in person to a NJ resident.

No disrespect to your family member(s) but all the more reason to follow the letter of the law. Trust me on that.
