Anyone know of a place relatively close to the Portland area that can finish a stainless 1911 slide black (melonite or something like that) and either hard chrome or bead blast the frame?

Brooks coatings outside of Sherwood does fantastic work with Cerakote.  I just had them do a custom rifle in dark earth, and it turned out fabulous.  Daniel (owner) did a really great job making sure that the crown of the rifle wasn't bothered, insured that all the screw holes weren't clogged with cerakote, and that any screws that he did were properly cleaned out at the threads so they would work properly.

The rifle he did had extraordinarily tight tolerances in the bolt/action/raceways, and it turned out great.  I realize it isn't melonite, but cerakote comes in lots of black, grey, and other colors that would look really great.  His turn around time, price, and quality will be really hard to beat.

Sur-Tac in Troutdale has done a couple guns for me.   Cerakote, is one of the best coatings  I have seem  or used.

Thanks for the ideas!  I suppose I can get the whole thing done with Cerakote.  That would open up a variety of color options too.  Hmmmm....decisions, decisions.  Thanks again!

If you are looking for a black oxide coating, there is a plating place over off columbia blvd in portland that I have used a few times.  They do great work, cheap prices, and fast turn around.  If you make the mistake of sending them an alloy part along with the steel parts, your alloy parts disolve in the tank...but they tell you ahead of time.  Just don't send them anything that won't stick to a magnet.  

I think they were on about 60th just North of Columbia blvd.  A&B plating I think...
