I have two myself and rarely use them, but I'm a target shooter. They are great for hunting, and quite important in many areas due to how built up it can be (not so much in Scotland). Complaints about noise pollution can be an issue without them, etc.
Yeah, although not on shotguns or unregistered, legal limit airguns. I think they cost a lot less in legal fees/tax here (assuming mods are $200, too), but you also have the initial outlay of the firearms license, the secure cabinet to store your firearms in. They go on an additional slot with your firearms, so you'll have paid a fair bit getting all that set-up.
You need good reason to acquire one, and that would mean already owning a suitable firearm (usually).
In theory it should take less time and cost less than the American system to acquire one, but we still have paperwork and potentially a long wait. It depends how quick your firearms licensing department are; those in my area are the best in the U.K, so I could have several moderators (permission to purchase) added to my license within 10 or 15 minutes. Some may wait months for permission to purchase, but that's pretty uncommon these days.
