Hello everybody, I posted this question in the General forum and was advised to post it here (didnt' see this section before):

Due to the amount of information available on this site, I've had a lot of my questions answered. I'm probably looking at a RRA or Bushie, and after looking at the instructions in the Build It Yourself forum, it might be more fun (and less expensive) to order the parts one by one, and put it together myself. At least after that, I'll have a better idea of all of the parts, how they work, etc.

One question I do have is regarding New York State law. I am a New York State resident, and I read up on the law and I'm aware of the "if it can accept a detachable magazine and has at least 2 of the following features:" section. (I plan on having the pistol grip, but not having a TS Stock!!!!! - but what can you do). Now my question:

I've been looking at a couple of manufacturer's sites, and they all seem to have the same stuff. What I mean by that is none seem to offer a let's say "New York State Legal" AR. For instance, a rifle where you pick 1 of the 5 things it can't have more than 1 of. So am I missing something or is it basically a scenario where you purchase the rifle as is, for instance, I buy the Tactical CAR A4 from RRA, I then take it upon myself to change the stock, take the flash suppressor off, and throw away everything that would make the rifle illegal? If that is the case, who guarentees that you are complying with the law? It would make more sense to purchase it the way I need it as opposed to buying it with everything I don't need, and then paying additional money for a fixed stock, low cap. mags, etc. If it comes to that, building it myself is probably the best option.

Also, since you don't get a "rifle permit" what information is taken down at the time of purchase?

I'll probably have some more questions later, but that's my main concern now. Anybody with specific knowledge of dealing with these laws, or a New York State resident's experience is even better. Just want to make sure I'm understanding the law correctly and what options are available to me.

Oh yeah, my purpose for getting the rifle is for Home Defense and Target Practice (I'm a member of the NY Guard, and although weapons and combat training is something we don't go through in our Basic training, I'd like to become proficient in the AR God forbid I need to use it for State Defense purposes).

Hi Solo!

The capability to accept a detachable magazine & pistol grip are the only things you can have on your rifle. Add anything else from the "evil list" and you have an "assault weapon".

My suggestion is to order the rifle without the evil features (no telescoping stock, bayo lug or flash hider). I believe RRA will make your rifle NY ban compliant if requested.

Your FFL will do a NICS check and that's it.

Bushmaster, DPMS, RRA and Colt all manufacture NY AWB compliant rifles.

Thank you all for your responses.  I appreciate all of the info.

FMJunkie, thanks for the tip, I knew about the flash suppressor, but didn't know about the brake.  I guess it won't hurt to get one, but I'll make sure it is certified.

I wasn't sure about the "pre-ban" thing.  I interrupted it the way that you explained, but I thought to myself "that's too easy of a way to get around the ban".  I really like the TS Stock, but I'd have to fully trust the person I'm buying it from.  Is there any type of documentation they have to show you to prove that it is pre-ban so you don't get in trouble?

If I don't get a "pre-ban", I'll talk to the other companies.  I sent an exploratory email regarding this subject to RRA, but haven't received a response yet.

rkbar15 - I thought the Colt AR-15 was specifically banned by name?  Or did that law expire?  Depending on the price, I might look into the Colt since it's what our military uses.

Yes you're correct if it says "Colt AR-15" on the receiver it must be a preban to be legal in NY.

These Colt rifles are all postban and legal in NY.

You may be interested in Service Rifle competition.   There are league matches / regional / state championships held at Camp Smith throughout the summer.   We shoot out to 600yards.

There is a "Small Arms Firing School" being held at Camp smith in April to teach people what they need to know to compete.

if you are at all interested in this,  you might want to think about what kind of AR you want.  to be "Service Rifle legal" the rifle must mimic the M16A2 in external appearance.   There are a few modifications made to a standard A2 to make them more competitive namely better trigger, National match sights, match quality barrel and float tube.

I've been reading some different things regarding mounting lights\lasers to your AR.  I've read that it's not a good idea to mount them to the forend (I planned on maybe adding a light to the side).  I've also read it's the recommended place to put them.


Anybody attach any lights or lasers to their AR forend?  Does maybe adding a forend like the SureFire M73 really help?

For a light, a forend mount is fine since the alignment of the light is not critical. The standard snap in forends have a little bit of wiggle to them. This means that it wouldn't be suitable to mount any sort of sighting device to them. A laser, scope or reddot will not provide reliable sighting mounted to a standard forend.

However, you can get a free floated type of forend that solidly mounts to to the receiver, with this type of forend it is ok to put sights on it.

I don't have a Surefire forend, but they do claim that provides a mount stable enough for sighting devices. It still only attaches via the standard forend mounts, so it may not be as stable as a true free float mount.

Yikes, good discussion, but it doesn't sound good for us NYers.  Thanks for the heads up, zeekh, I'll have to an eye on that.
