Since AR uppers are not considered firearms, don't have to be registered or processed through FFL, is it possible to store my upper receiver in NYC, while I keep my lowers in Florida?

Or have the Commies banned uppers for the children as well?

I wouldn't advise it.  Specifically because the NYC administrative code defines an assault weapon as not only a complete firearm or receiver, but any combination of parts that could convert a weapon into being an assault weapon.  The provision is vague but I suspect if you are discovered you will be on the wrong end of a test case.
