hI - If I attach a muzzle break to a NON threaded barrel, does the break need to be welded?  or is pinning ok since it's a non threaded barrel?  thanks

also what is the minimum length for a fixed stock rifle?

As long as the barrel is 16" without the brake it should be fine.  You only have to permenantly-attach a brake to reach 16" (Federal law) or to permenantly-cover threads in NJ.

26" is minimum length (Federal law again), barrel still must be 16" though.  So you can't put a 20" stock on it with a 6" barrel.
