Unless you ae active duty military on order or a college student you ARE a California resident once you move here. You will have to obtain a California drivers license. California plates for your car. Ect.

You can try to game the system, and probably can get away with it. Or some CHP officer will pull you over for speeding one day, find out you have a California address and a California job, and issue you a citation for unlicensed driver and tow your car. (a california resident with an license issued by another state and california license is considered unlicensed.)

If you rent or buy a place to live, you are a CA resident.

To answer the actual question, you do not need to already be a CA resident to bring your firearms with you so long as they are CA-legal. The State does want you to report your firearms and register them within a certain timeframe of moving here.

In this situation, the "legality" is in respect to compliance with the "assault weapon" laws. A handgun that is not on the approved roster but does not meet the definition of an assault weapon can be imported by a new resident. The Attorney General website has details on the AW defining fetures, etc., reporting requirements for new residents' imported firearms, etc.

He will have to first obtain a California drivers license or ID card in order to do so. California will require he surrender his out of state drivers license during that process.
