Does anyone know the laws about shooting on BLM (Bureau of Land Management) land? Is there anywhere to get this info in writing online?

Yes you can shoot on BLM land.
BLM Land is Federal Land. No State can make laws on Federal land. You should check with the BLM office in New Mexico. You can go here

I called BLM with this very question, and the fellow I talked to was very helpful. He said that legally, you can shoot anywhere on BLM land that is not within N yards of a dwelling or road. (I think N=100, but make it 150 to be safe). If you disregard basic safety (i.e. there are people downrange), you could (and should!) be charged with endangerment or some such thing. His one caveat was that some people use BLM land for livestock, and they might get pretty pissed if you're shooting on "their" land. He ended the call by saying something like "load up your guns and blast away!"
